It would be easier in communication if you can lead citizens directly to the right page with a simple link. For example:
I make a redirect from https://decide.madrid.es/ordenanza that leads automaticly to https://decide.madrid.es/legislation/processes/147/debate.
That way, in my communication I can use the ‘shortlink’.
Is this possible, and if yes, how?

You can do so by editing the config/routes/custom.rb file. Since you mentioned Decide Madrid, they actually do this in their custom routes file.
