Multi-organization environment

Is it possible to use consul for “muti-groups” / multi-organization environments? Example:

main organization

• sub organization A
• sub organization B

sub organization A has its own environments (debates, etc) and are not part of sub organization B?
Users are member of sub organization A OR B or they can be in both organizations.
