CONSUL v0.15 released!

Release 0.15 of CONSUL is out! :tada:

We are very sorry to have delayed a few weeks this release :pray:
CONSUL is growing very fast and there are many things to do
We appreciate your understanding :relieved:

Here is what we got in this release:

Budgets
There are many small improvements to budgets both in the admin section and the user facing sections.
Such as, valuator groups, allowing supporting investments in more than one heading, newsletter segments for users that have not yet voted in a budget, and editing of budget groups and heading names :tada:

Globalization
We can now translate user generated content :dancer:
Starting with the milestone’s section, to display the status of an investment in all available languages


Maps
There were some issues displaying map markers, they should all be fixed in this release :relieved:

Notificaitions
Users can now mark notifications as read or unread, notifications are no longer deleted just moved between these two tabs


Accounts
An issue reseting passwords has been fixedd and a convinience link has been added from the users’ admin section to the a user’s public profile

Management
This section has been improved to allow public workers in offices, to be able to reset password for users that are having trouble doing this online


Social Share
There was a small bug sharing content in facebook, that should be fixed in this release too

Design
Lots of minor UI fixes and improvements making things clearer and more beautiful

Newsletters
Admins can now download a list of user emails, this can be useful in situations where newsletters are delivered through a separate system. Even though since Release 0.14 newsletter can be send from the application itself


Configuration
There is now a new setting to skip census and sms verification, this can be useful in the initial steps when setting up CONSUL until the integrations for these verifications are ready. We have also added a setting for Timezones as you guys are virtually all over the world :smily_face:

Maintenance
Regarding heavy duty tech stuff, we are now running specs with Headless Chrome, as PhantomJS has become oficially deprecated. There are some minor gem updates, README updates with some dependecies, Rubocop rules to make the code more consistent, and many flaky specs fixed to make the builds more robust
