Consul supports multientity by instance?
For example, it would be useful for several city in a province, so there would only be one installation and each organization would be managed from an administration panel, using the same database

Sure Multitenancy is one of the most requested features to add to CONSUL
We’ve been studying it, and it seems this gem could implement pretty much everything very well 
We’ll create an issue soon enough, if someone is happy to contribute to this feature, let us know!

We now have an issue in the Roadmap for Multitenancy
Expect it to be available in CONSUL very soon
